Jo Ann P. Kelly was appointed by Governor Kenny Guinn to fill the unexpired term of Commissioner Adriana Escobar Chanos beginning January 13, 2005, and ending September 30, 2005. Governor Kenny Guinn reappointed Commissioner Kelly to a four-year term effective October 1, 2005. Governor Jim Gibbons appointed Commissioner Kelly as chairman on July 13, 2007, and her term expired on September 30, 2009. She has agreed to remain on the PUCN as a commissioner through the end of the year when a new member is appointed.

Commissioner Kelly previously served as a member of the Public Service Commission (PSC) from 1985 to 1996. During her 11 years on the PSC, she presided over more than 200 regulatory proceedings. She has served on the National Association of Regulatory Utility Commissioners (NARUC) Committee on Natural Gas and was a member of the Interstate Oil & Natural Gas Compact Commission. She also served as Chairman of the Western Conference Natural Gas Committee and was active in the U.S. Department of Energy/NARUC Liquefied Natural Gas Partnership. She currently serves on the NARUC Committee on Critical Infrastructure.

Commissioner Kelly was appointed to the Public Utilities Commission of Nevada (PUCN) in January 2000 on a temporary basis to participate in the adjudication of contested cases pending before the Commission in which Commissioner McIntire disqualified himself due to his previous positions with Regulatory Operations and the Bureau of Consumer Protection.

Commissioner Kelly is a retired certified public accountant. She holds a bachelor's degree in chemistry from Mt. St. Mary's College in Los Angeles and a master's degree from the University of Chicago, and received her accounting education at the University of Nevada, Las Vegas.
